Saipan Airport master concession Request for Proposals is delayed

cpa_titleMARIANA ISLANDS. The Commonwealth Ports Authority’s (CPA) plans to called a Request for Proposals (RFP) for the master concession agreement at Francisco C. Ada/Saipan International Airport have been delayed pending the passing of key legislative changes related to the tender process.

The RFP had been expected to take place in May or June.

As reported, the CPA decided last September to put the master concession held by DFS (Duty Free Saipan) out to bid.

DFS, which has operated at Saipan since airport operations began in 1976, has been managing the business on a month-by-month basis from contract expiry in November 2015 until a new concession (embracing duty free, specialist retail and food & beverage) is struck.

For the financial year ended 30 September 2015, duty free sales reached US$15.6 million and food & beverage US$1 million (rounded figures). For earlier years see tables below.

Revenues in 2015 were hard hit by the impact of Super Typhoon Soudelor, which smashed into the Northern Mariana Islands on 2 August, devastating tourism over the ensuing weeks.

The airport handled 536,695 enplaned passengers, of whom 85% were international.
