Aéroports de Paris issues tender for joint venture duty free and speciality retail contract at Paris airports

FRANCE. In a move certain to spur much interest among travel retailers worldwide, Aéroports de Paris has launched a major tender for a joint venture duty free and speciality retail partner at Paris Charles de Gaulle, Orly and Le Bourget airports.

The mega-tender covers around 140 stores including multi-brand and mono-brand outlets, with sales valued at around €750 million per year, based on the average annual turnover of these stores between 2017 and 2019. Aéroports de Paris estimates total sales of €9.4 billion over the ten-year term, starting from January 2023.

The airport company currently manages its duty free and much of its speciality retail activities under a joint venture with Lagardère Travel Retail.

ADP said it is looking for an experienced industry partner to acquire a 49% stake in the joint-venture company that will manage the contracts for duty free and other retail activities from 2023. This ADP-controlled joint venture will oversee design, fit-out, maintenance and the operation of the stores.

Categories include perfumes & cosmetics, gastronomy and confectionery (excluding brands managed directly by Aéroports de Paris), wines & spirits, tobacco, consumer technology and fashion (also excluding those brands managed directly by Aéroports de Paris).

Aéroports de Paris said its partner should assist in co-financing the joint venture’s development. The chosen candidate should have significant industry expertise and provide efficient services, particularly in the areas of purchasing, logistics and IT. The selected partner will play an active part in the management of the joint venture, which will remain under the exclusive control of Aéroports de Paris.

The co-partner is expected to contribute to the joint venture’s development, help optimise its profitability and ensure a high-quality service offer, in line with the objectives set by Aéroports de Paris.

The partner will:

  • Provide the joint venture with purchasing expertise and related services.
  • Contribute to the policy and financing needs of the joint venture.
  • Participate in the operational governance and steering committee of the joint venture, contributing to key decisions and to the development of the company.

Candidates must sign a confidentiality agreement before receiving copies of the key tender documents. This confidentiality agreement must be signed and returned to the Aéroports de Paris contact address by 29 November at 5pm local time.

Key conditions

The candidate must demonstrate, supported by documentation, a track record of purchasing activity and expertise related to travel retail, and show that it partners with reference brands in categories such as beauty, wines & spirits and tobacco in the EMEA region.

Aéroports de Paris requires applicants to have a minimum annual turnover of €750 million. Proof can be supplied by a written commitment from the company or parent company.
