Request for Proposals: Major opportunity to build and manage new concessions location at O’Hare Multimodal Facility

USA. The Chicago Department of Aviation (CDA) today issued a request for proposals (RFP) through The Moodie Davitt Report (see advertisement at the top of our home page) for qualified businesses to lease, finance, construct, and operate a dual purpose convenience and vending concession at the O’Hare International Airport Multimodal Facility.

The facility will open this Autumn.

As part of its commitment to enhancing participation across airport contracts, the CDA is seeking 65% Airport Concession Disadvantaged Business Enterprise (ACDBE) participation for this single concession opportunity.

“The state-of-the-art Multimodal Facility will create a new entry point to O’Hare for thousands of travellers each day and will significantly enhance service for rental car and parking customers,” said  Chicago Department of Aviation Commissioner Jamie L. Rhee.

“This new concessions location will provide a great amenity for O’Hare travellers, as well as a big opportunity for concessions operators. As with all airport projects, we want to ensure diverse, local and disadvantaged firms have an opportunity to be part of our success.”

The RFP is for a single concessions space of approximately 500sq ft with the O’Hare Multimodal that is currently under construction and nearing completion.

The future concessions, anticipated to open in late spring 2019, are intended to serve the thousands of travellers, car rental customers and employees who will utilise the Multimodal daily.

The RFP calls for an operator to build and manage a full-service concessions location to provide a wide selection of products and services, including food, beverages, coffee, packaged snacks, convenience items and other merchandise.

The concessions operator will also be expected to support an adjacent area with vending and automated retail machines to accommodate visitors and employees on a 24-hour basis.

The O’Hare Multimodal will consolidate rental car operations and public parking into one facility, while serving as a new gateway to the airport. All on-airport rental car patrons will be housed in the facility, and passengers arriving on local and regional buses, hotel transports, and other commercial shuttles will access the airport by way of the facility, which is located at the southeast corner of Zemke and Mannheim Roads.

The RFP released today notifies potential respondents that they have until October 26, 2018 to submit responses. A pre-proposal meeting is scheduled for September 24 from 10 a.m. to 12 p.m. at the CDA Administration Building located at 10510 W. Zemke Road. At the meeting, the CDA will present details on the RFP and answer questions from potential respondents. A tour of the facility will also be provided.

The CDA has developed an online data room specifically for this concessions opportunity, where interested proposers can view the RFP, proposal forms, floor plans and other important documents to assist with submitting a proposal.
