Airports Authority of India launches retail and F&B tenders at Pune International Airport

INDIA. Airports Authority of India (AAI) has launched tenders for retail and food & beverage outlets covering over 2,000sq m at Pune International Airport. They will be spread across existing terminal buildings and the upcoming new integrated terminal building, which will be operational by July this year.

The retail tender is for a maximum seven-year term (minimum three-and-a-half years). The contract is for spaces covering 1,206.1 sq m – 375sq m in the existing terminal buildings and 831.1sq m on the ground and first floors of the new integrated terminal building.

The maximum seven-year (also minimum three-and-a-half years) contract to manage the F&B outlets covers 915.2sq m in the domestic and international departures and arrival areas. The split of the F&B space is 400sq m in the existing terminal buildings and 515.2sq m on the ground and first floors of the new integrated terminal building.

AAI has stated that the retail qualifying bidder must have a minimum annual turnover of Rs. 11,37,83,838 (US$1.37 million) and the F&B qualifying bidder Rs. 8,23,29,171 (US$0.9 million) during two of the past seven years, as recorded in their audited financial results.

For the retail and F&B tenders respectively, AAI has proposed Rs. 29.12 (US$0.35) and Rs. 21.07 (US$0.26) as the Minimum Guarantee Fee per passenger. As per the concession model, the operator will consider a Progressive Revenue Share or the Quoted Annual Guarantee, whichever is higher, to derive the final concession fee.

AAI has informed in its tender document that for an A Category airport (more than 4 million passengers per year) such as Pune, there must be at least three branded outlets in both the retail and F&B concession areas.

A pre-bid meeting with potential bidders is taking place today, with online submission of the bids due by 2 March. Technical bids for both the tenders will be opened on 3 March and the financial bids will be opened subsequently on 13 March.

For the financial year (FY) 2023-24, AAI has forecasted 168,000 international and 9,089,789 domestic passengers (9,257,789 combined), growing to 17,999,607 by FY 2029-30. ✈
